Peterborough City Council
Background
Peterborough City Council is a unitary authority providing services for a local population of approximately 165,000 people. In 2006, shortly after the arrival of their new Head of Business Transformation, the authority embarked on a wide ranging and ambitious transformation process to increase the quality of services provided to local residents, with the overall objective of enabling the authority’s councillors to set a lower council tax than would otherwise have been possible.
The Project
Central to delivery of the strategic plan was a very broad procurement savings programme. The first step in developing the programme was a detailed discovery exercise. K Consulting were engaged to evaluate existing spend in a very broad range of areas, and use their experience and expertise to identify and quantify areas in which opportunities for achieving significant savings existed. A six week Diagnostic process looked at areas such as IT, Telecommunications, Waste, Human Resources, Civil Engineering, Buildings Maintenance, Facilities Management, Social Care and Transport.
The Results
K Consulting’s work looked at areas of spend amounting to approximately 36.5million per year and identified a savings potential of around £2million. A year later they had delivered annualised savings of over £2.8 million.
Ben Ticehurst, the Head of Business Transformation at the time said: ‘The result in was very impressive, particularly when you consider that the council had already been through a procurement savings process with one of the large traditional accountancy-based consulting firms. K Consulting’s work has enabled us to deliver improved services with substantial reductions in cost that exceeded even my own initial expectations’.
